Dr. César Hernández Ochoa is a specialized lawyer in energy and trade law. In private practice, he has advised government agencies from Mexico and other countries, as well as leading national and international companies in the telecommunications and energy sectors. He has also been a consultant to the World Bank.
He has worked for all federal administrations since President Ernesto Zedillo and has received presidential appointments from both Andrés Manuel López Obrador and Enrique Peña Nieto.
He has held positions such as National Commissioner for Regulatory Improvement, Undersecretary of Electricity, and General Director of Foreign Trade, as well as management positions at COFECE and IFETEL. He has been secretary of the Board of Directors of CFE and Pemex.
As Undersecretary of Electricity between 2014 and 2017, he coordinated the design and implementation of the most profound reform of the Mexican electricity sector since 1938. The wholesale electricity market was created, the independent operator of the system was established, the structural separation of CFE was carried out and clean energy certificates were designed. Additionally, he coordinated the team that designed and implemented the first three clean energy auctions that resulted in the lowest global prices for solar and wind energy in 2016 and 2017.
Dr. Hernández Ochoa graduated in Law from the UNAM and Doctor of Law from the Institute of Legal Research of UNAM. Master in Law and Diplomacy from the Fletcher School of Law and Diplomacy. His books, articles, and doctoral theses explore issues of reform in the energy sector.
