We are Publius, a Mexican law and public policy consulting firm founded by Dr. César Emiliano Hernández Ochoa. Since beginning operations in 2020, we have advised leading Mexican and international companies in the energy, industrial, and technology sectors, as well as public institutions and multilateral organizations.
Our clients have included the Mexican antitrust authority and international institutions such as the World Bank, the Inter-American Development Bank, the International Finance Corporation, and the Organization for Economic Cooperation and Development.
We provide legal, regulatory, and public policy expertise across a broad range of practice areas, including litigation, regulatory affairs, corporate law, telecommunications, competition law, environmental law, international trade and investment, dispute settlement, and, most prominently, energy law and regulation.
EXPERIENCE
Our experience includes serving as co-counsel in litigation challenging Mexico's 2021 electricity law reforms on behalf of a leading U.S. energy company; preparing reports for European firms on the Mexican natural gas market and the 2025 electricity law reforms; conducting diagnostics of the regulatory and environmental frameworks governing industrial parks for the World Bank; monitoring and analyzing the USMCA energy dispute settlement process for American and European clients; assessing potential energy policy scenarios under the Sheinbaum administration for international investors considering entry into the Mexican market; and advising a leading technology company on the regulatory requirements and administrative procedures for connecting data centers to Mexico's electricity grid.

VALUES
We believe in democracy and human rights. We deliberately take up the name of Publius Valerius, the Roman nobleman who fought tyranny and established the Republic. James Madison, John Jay, and Alexander Hamilton also used this name as a common pseudonym in the Federalist Papers, which helped establish the first modern Republic.
The members of Publius believe in an open economy integrated into the world, which respects industry freedom and the values of free competition without violating human rights.
